Những thuyền nhân sau cùng tại
Philippines, cộng đồng người Việt và SOS Việt Phi thật
hân hoan trước công bố chính thức của Bộ trưởng Volpe.
Chúng tôi chân thành cảm ơn lòng nhân ái và sự tích cực
trong việc giúp đỡ cộng đồng chúng tôi tìm được giải
pháp lâu dài, trước hết cho những ngưòi có liên hệ gia
đình trực hệ, và chúng tôi tin rằng ông sẽ mở rộng vòng
tay với những thuyền nhân có những mối liên quan khác
tại Canada.
Chúng tôi yêu cầu chính phủ Canada
cứu xét cho những thuyền nhân sau cùng của thế giới,
những người vẫn chưa đủ tiêu chuẩn theo chính sách nới
rộng dù có liên hệ tại Canada, như Bộ trưởng Volpe tuyên
bố với báo chí ngày 18 tháng 3 trong cuộc phỏng vấn với
Jeff Heinrich của nhật báo Montreal Gazette “Nếu họ có
thể chứng minh là có liên hệ tại Canada, chúng tôi muốn
đưa họ sang đây.”
Mở rộng vòng tay đón những gia đình
này chắc chắn sẽ giúp người thân và gia đình họ tại
Canada cũng như cộng đồng Việt Nam mọi nơi giảm mối lo
âu, sầu khổ. Ngày 22 tháng 3, 2005 Ủy ban Thường trực
Công Dân Vụ và Di Trú tại Quốc Hội Canada đã thông qua
kiến nghị yêu cầu ông Bộ trưởng chấp thuận cho những
thuyền nhân này định cư tại Canada như người tị nạn qua
chương trình bảo lãnh tư nhân trên cơ bản nhân đạo và
bác ái. Chúng tôi yêu cầu ông Bộ trưởng cho phép SOS
Việt Phi cộng tác với bộ Công Dân Vụ và Di trú để đưa
chính sách này đến thành công và có hiệu quả thiết thực.
Việc cộng đồng tham dự vào chương trình bảo lãnh tư nhân
sẽ giúp những người tị nạn hội nhập dễ dàng và nhanh
chóng vào xã hội Canada. Ông Đô trưởng Bob Chiarelli đã
cam kết là thủ đô Ottawa sẵn sàng giúp đỡ những thuyền
nhân trong việc định cư nếu họ đến Ottawa.
Để thông tin và kịp thời giúp các gia
đình thuyền nhân đủ tiêu chuẩn, chúng tôi mong được gặp
gỡ và thảo luận với văn phòng bộ trưởng về mọi điều kiện
và tiêu chuẩn trước khi chính sách mới này được công bố.
Nhân đây, chúng tôi xin tri ân các ông bà Janice
Charette, Earl Provost, Jack Silverstone, Stephen
Heckbert, Daniel Jean, Robert Orr, Rick Herringer, Debra
Pressé và các viên chức khác của Bộ Công Dân Vụ và Di
trú, đã hết sức tận tụy trong dự án cam go này.
Đây mới chỉ là bước đầu trong sự cố
gắng của chúng tôi. SOS Việt Phi cam kết hết sức mình
vận động đến khi nào có một giải pháp bền lâu cho tất cả
thuyền nhân còn vương vất tại Philippines.

The last Vietnamese boat people in
the Philippines, the Vietnamese community in Canada and
SOS Viet Phi are delighted to learn of Minister Volpe’s
official announcement on March 24, 2005 allowing
approximately 200 people to reunite with their families
in Canada. We thank the Minister for his compassion in
helping our community find a durable solution for those
with Canadian links.
We ask that Canada consider others of
the last boat people who are still not eligible under
the expanded policy and have a connection to Canada, as
Minister Volpe indicated in an interview on March 18,
2005 with Jeff Heinrich of the Montreal Gazette “If they
can show some kind of connection to Canada, then we want
to have them, we want to bring them over.”
Extending Canada’s arms to these
families will certainly ease the anguish and anxiety for
their loved ones in Canada and all Vietnamese
communities around the world. A motion was passed in the
Standing Committee on Citizenship and Immigration on
March 22, 2005, asking the Minister to allow the
resettlement of these individuals as refugees in Canada
through private sponsorship on humanitarian and
compassionate grounds. We have requested that the
Minister allow us to work with his Department to make
this a successful and effective policy. Community
participation in private sponsorship will facilitate a
swift and smooth integration into Canadian society for
these refugees. Mayor Bob Chiarelli has given assurance
that the City of Ottawa is ready to help with the
resettlement of the boat people if they come to Ottawa.
As soon as possible, we would like to
discuss the terms of reference in the new policy with
the Minister’s office before it is formally announced.
This will permit us to inform and assist those families
that qualify. In addition, we want to extend our deepest
gratitude to the dedicated staff at Citizenship &
Immigration, namely Janice Charette, Earl Provost, Jack
Silverstone, Stephen Heckbert, Daniel Jean, Robert Orr,
Rick Herringer, Debra Pressé and all others who helped
us in this quest.
This is only the beginning of our
advocacy efforts. SOS Viet Phi is committed to advocate
until a durable solution is found for all boat people
stranded in the Philippines.

Le 29 mars, 2005 Nous, les derniers
vietnamiens “boat people” aux Philippines, la communauté
vietnamienne au Canada, et le SOS Viet Phi, sommes
enchantés d’apprendre l'annonce officielle du 24 mars
2005 du ministre Volpe permettant approximativement 200
personnes à se réunir avec leurs familles au Canada.
Nous lui remercions de sa compassion dans l’aide à notre
communauté à trouver une solution durable pour ceux qui
ont de la famille étroitement liée.
Nous demandons qu'au Canada à
considérér des autres derniers "boat people", qui ne
sont toujours pas éligibles dans ce programme spécial
mais qui ont une connexion au Canada, comme le ministre
Volpe a indiqué dans un entretien le 18 mars 2005 avec
Jeff Heinrich du Gazette de Montréal "S'ils peuvent
montrer quelque genre de connexion avec le Canada, alors
nous voulons les avoir, nous voulons les faire venir ici".
L’offre étendue des bras du Canada à
ces familles soulagera certainement l’angoisse,
l’inquiétude, et le souci de leurs bien-aimés au Canada
et de toutes les communautés vietnamiennes autour du
monde. Une motion a été adoptée dans le Comité permanent
de la citoyenneté et de l'immigration le 22 mars 2005,
demandant au ministre de permettre le réétablissement de
ces individus comme étant des réfugiés au Canada par le
parrainage privé pour les raisons humanitaires et
compatissantes. Nous avons demandé que le ministre nous
permette de travailler avec son département afin de
définir une politique réussie et efficace. La
participation de la Communauté au parrainage privé
facilitera une intégration rapide et sans heurt dans la
société canadienne pour ces réfugiés. Le maire Bob
Chiarelli a donné l’assurance que la Ville d’Ottawa est
prête à aider les ‘boat people’ à s‘établir s’ils
viennent à Ottawa.
Nous attendons avec intérêt de
recevoir bientôt du bureau du ministre le mandat clair
de la nouvelle politique et ses termes de référence. .
Ceci nous permettra d'informer et d’aider les familles
qui sont qualifiées. En outre, nous voulons étendre
notre gratitude la plus profonde au personnel impliqué à
la citoyenneté et à l'immigration, à savoir, Janice
Charette, Earl Provost, Jack Silverstone, Stephen
Heckbert, Daniel Jean, Robert Orr, Rick Herringer, Debra
Pressé, et tous les autres personnes qui nous ont aidés
dans cette requête.
Ceci n'est que le début de nos
efforts en vue de sauver les “Boat Peoples” qui ont
échoué en Philippine. SOS Viet Phi est dédié à supporter
activement cette cause jusqu'à ce qu'une solution
durable soit trouvée pour ces réfugies.
