Vietnamese Refugees Stranded in the Philippines for 17 Years
What can we do about it?
Seventeen years after escaping Vietnam, 188 Vietnamese refugees and their children remain stateless in the Philippines without hope or a home.
At 3:30pm on May 31, 2006, SOS Viet-Phi Canada, with the support of its sponsoring organizations including the Unified Vietnamese Buddhist Church of Canada and the Vietnamese Canadian Federation, will appear for a second time before the House of Commons’ Standing Committee on Citizenship and Immigration (CIMM) to urge Canada finding solution for these 188 refugees.
The CIMM hearing will take place at La Promenade Building - Room 701, located at 151 Sparks St. in Ottawa (near O’Connor).
After the first hearing held on February 10, 2005, the CIMM passed a motion calling on Canada to allow the resettlement of 500 stateless Vietnamese boat people as refugees. Thanks to former CIC Minister, the Hon. Joe Volpe, the first three of eight families accepted by Canada were reunited with their families in Vancouver on May 7th, as a result of a Public Policy he announced on March 2005. This was designed to reunite those stateless Vietnamese in the Philippines with their close relatives in Canada.
As former refugees, we have witnessed at first hand what Canada has done to alleviate the suffering of those seeking refuge. It can offer the same helping hand for the remaining 112 Vietnamese refugee families in the Philippines. To date, Australia, Norway and the U.S. have recognized over 2,000 stateless Vietnamese as refugees. With an annual quota intake of 30,000 refugees from around the world, we believe Canada is in the position to close the last chapter on the Vietnamese boat people saga by providing a durable solution to this last remaining group of Vietnamese boat people, 17 years after their journey in search of freedom and a safe home. We strongly believe that our Government can do it.

Réfugiés Vietnamiens sans statut pour 17 ans
Que pouvons-nous faire?
Dix-sept ans après avoir fuit le Vietnam, 188 réfugiés vietnamiens et leurs enfants sont sans statut aux Philippines et sont sans un foyer permanent et sans espoir.
Mercredi le 31 mai 2006, à 15h30, SOS Viet-Phi Canada, avec l’appui de quelques organisations, tels que l’Union des églises bouddhistes vietnamiennes du Canada et la Fédération des Vietnamiens canadiens, vont organiser pour une deuxième fois, une manifestation pacifique devant le Comité de la Citoyenneté et l’Immigration (CIMM) de la Chambre des Communes pour inciter le gouvernement canadien à agir auprès de la situation précaire de ces 188 réfugiés.
Le Comité de la Citoyenneté et l’Immigration (CIMM) tiendra une audience à l’Édifice La Promenade, salle 701, situé au 151 rue Sparks à Ottawa (près de la rue O’Connor).
Après la première audience tenue le 10 Février 2005, le CIMM a fait avancé une motion, appelant le Canada à reclassifier le statut de 500 vietnamiens sans statut pour devenir des réfugiés reconnus. Le 7 mai, avec l’aide de l’Honorable Joe Volpe, trois familles sur huit ont été réunies à Vancouver à cause de la nouvelle politique publique annoncée durant le mois de mars dernier. Cette politique vise à réunir les familles vietnamiennes qui sont sans statut aux Philippines, avec les membres de familles proches vivant au Canada.
Étant des anciens réfugiés, nous avons témoingné des actions du gouvernement canadien visant à éliminer la souffrance des personnes recherchant un nouveau pays. Dans cette même cheminé d’idée, le Canada peut encore offrir cette main aidante aux 112 vietnamiens réfugiés restant aux Philippines. Jusqu’à présent, l’Australie, la Norvège, et les États-Unis ont reconnu plus de 2000 Vietnamiens réfugiés présentement sans statut. Avec un quota d’immigration de 30,000 réfugiés autour du monde, nous sommes confiants que le Canada est capable de conclure le dernier chapitre dans l’histoire des réfugiés vietnamiens des années 1980 en fournissant une solution durable pour les dernières familles vietnamiennes qui sont en quête de la liberté et d’un foyer sûr depuis 17 ans. Nous croyons fermement que notre gouvernement peut agir.

Chúng ta có thể làm được gì cho người Việt tỵ nan còn kẹt lại bên Phi 17 năm?
17 năm sau khi thoát khỏi Việt Nam, 188 người Việt tỵ nạn và con cháu của họ vẫn bị chịu số phận không quốc gia thừa nhận, không chút hy vọng định cư.
Vào lúc 3 :30pm ngày 31 tháng 5 , 2006, SOS Việt Phi Canada với sự ủng hộ của các tổ chức, hội đoàn, trong đó có Giáo Hội Phật Giáo Việt Nam Thống Nhất Hải Ngoại và Liên Hội Người Việt Canada một lần nữa sẽ điều trần trước Ủy ban quốc hội Công Dân và Di Trú Canada, yêu cầu Canada mau chóng tìm ra giải pháp cho 188 người Việt cuối cùng này.
Buổi điều trần sẽ diễn ra tại:

Sau buổi điều trần đầu tiên vào ngày 10 tháng 2, 2005, ủy ban đã bỏ phiếu thông qua kiến nghị yêu cầu Canada chấp nhận cho 500 nguời tỵ nạn được định cư. Nhờ vào quyết định của cựu bộ trưởng di trú ông Joe Volpe, ba (3) trong số 8 hồ sơ đã được đoàn tụ gia đình vào ngày 7 tháng 5 tại Vancouver, qua chương trình chính sách chung (public policy) mà ông đã công bố vào tháng 3, 2005. Chương trình này đã được đặt ra dành riêng cho những người Việt tỵ nạn tại Phi được đoàn tụ với thân nhân ruột thịt sống tại Canada.
Cũng là người tỵ nạn, ngay từ đầu chúng tôi đã chứng kiến những việc Canada làm để xoa dịu khổ đau cho người tỵ nạn. Ngày nay, Canada vẫn có thể tiếp tục giúp như vậy cho 112 gia đình còn xót lại tại Phi Luật Tân. Hiện tại, Úc, Na Uy và Mỹ đã nhận hơn 2000 người Việt bên Phi được tỵ nạn. Với chỉ tiêu hàng năm nhận 30,000 người tỵ nạn trên toàn thế giới, chúng tôi tin là Canada sẽ kết thúc tốt đẹp trang sách cuối cùng của thảm cảnh thuyên nhân này, những người đã 17 năm tìm kiếm chân trời tỵ do và một mái ấm yên bình. Chúng tôi tin chắc chính phủ Canada làm được.
